📌 Introduction
Preparing a CIMAH Report can feel overwhelming — especially for companies new to the Occupational Safety and Health (Control of Industrial Major Accident Hazards) Regulations 1996. Fortunately, DOSH Malaysia has released a comprehensive 2nd Edition Guidance (2023) to help industries submit proper reports and avoid compliance issues.
In this article, we’ll walk you through the step-by-step preparation process, based on the latest DOSH guidelines.
🛠️ What Is a CIMAH Report?
A CIMAH Report is a detailed document required from Upper Tier Establishments that store or handle hazardous substances above a specific threshold. It covers everything from chemical risks to emergency plans and process safety controls.
📋 Step-by-Step: How to Prepare a CIMAH Report
1. Determine Applicability
Check if your facility meets the threshold quantities listed in Schedule 2 of the CIMAH Regulations. If so, you are required to submit a CIMAH Report to DOSH.
2. Appoint Key Personnel
Assign:
- A Facility Owner (overall accountable)
- A Competent Person (OKMH) registered with DOSH
- A qualified Report Preparer
3. Collect Required Information
Start gathering data on:
- All hazardous substances (even those below 10% that can initiate major accidents)
- Site maps, population data, emergency services, and more
- Safety and risk assessments (HAZOP, QRA, etc.)
4. Follow the Standard Report Structure
As per the DOSH guidance, your CIMAH Report must include:
- Executive Summary
- Summary of Findings (if updated report)
- Hazardous Substances (Part A)
- Installation Info (Part B)
- Management System (Part C)
- Potential Major Accidents (Part D)
- References and Appendices
5. Ensure Quality & Accuracy
The report must be:
- Technically accurate
- In clear language (English or Malay)
- Supported by up-to-date data, diagrams, and declarations
6. Submit on Time
The CIMAH Report must be submitted 3 months before the introduction of hazardous substances on-site. Updates must be submitted every 3 years or upon significant changes.
🧠 Bonus Tips
- Use diagrams like LSIR contours, PFDs, and site maps to visualize risks clearly.
- Attach your OKMH certificate with the report.
- Include a Summary of Findings for all updated submissions.
