📋 Step-by-Step: How to Prepare a CIMAH Report

1. Determine Applicability

Check if your facility meets the threshold quantities listed in Schedule 2 of the CIMAH Regulations. If so, you are required to submit a CIMAH Report to DOSH.

2. Appoint Key Personnel

Assign:

  • A Facility Owner (overall accountable)
  • A Competent Person (OKMH) registered with DOSH
  • A qualified Report Preparer

3. Collect Required Information

Start gathering data on:

  • All hazardous substances (even those below 10% that can initiate major accidents)
  • Site maps, population data, emergency services, and more
  • Safety and risk assessments (HAZOP, QRA, etc.)

4. Follow the Standard Report Structure

As per the DOSH guidance, your CIMAH Report must include:

  • Summary of Findings (if updated report)
  • Hazardous Substances (Part A)
  • Installation Info (Part B)
  • Management System (Part C)
  • Potential Major Accidents (Part D)

The report must be:

6. Submit on Time

The CIMAH Report must be submitted 3 months before the introduction of hazardous substances on-site. Updates must be submitted every 3 years or upon significant changes.
